About Delia

Delia C. Ramirez is the State Representative for the 4th House District, which she was first elected to represent in 2018. She uses her experience as a former social service administrator, community organizer, and policy advocate to bring the voice of working people to Springfield. She is the daughter of immigrant parents and the first Guatemalan American to serve in the Illinois General Assembly.
She is a member of Speaker Emanuel “Chris” Welch’s leadership team serving as an Assistant Majority leader in the 102nd General Assembly. Her current committee assignments include:

As the former founding executive director of the Center for Changing Lives, board chair for both the Latin United Community Housing Association (LUCHA) and Logan Square Neighborhood Association, and leadership staff at Common Cause IL and Community Renewal Society, Rep. Ramirez has extensive experience working to create solutions to complex issues like housing, education, and criminal justice.

Rep. Ramirez’s legislative priorities have included housing, healthcare, and child welfare. Making housing a top priority in the state, her leadership has led to the expansion of homeless prevention programs and $200 million in capital investments to build affordable housing. During the COVID-19 pandemic, she filed and passed Emergency Housing legislation to protect those at risk of losing their homes by expanding eviction protections, as well as providing rental assistance and mortgage release. In 2020, she was the lead sponsor of legislation to expand Medicaid coverage to include seniors 65 and over regardless of their immigration status, making Illinois the first state in the nation to provide health care coverage to undocumented seniors. As a champion of child welfare, she has led the work of the Task Force on Children of Incarcerated Parents. Most recently, as the House Chief Sponsor, Rep. Ramirez passed legislation to create an Elected School Board for the Chicago Public School and establish state designated cultural districts.
